Only a guess but probably to avoid import tariffs? Hecho en Mexico but still a European car/product?
No way BMW is going to play with a VIN to avoid an import tariff.

The AutoID guy that owns that car is on here, he replied to one of my posts the other day. Maybe he knows the answer??
