I would forget the CCTV and get her to move to a nicer area TBH.
If your priority is keeping an eye on the scroats, then you are living in the wrong place IMO.
Or just get some big "this area is covered by CCTV, so don't even think about" stickers. Much more useful than CCTV, unless you want to prove Amazon didn't deliver when they said they did!
