CIC programming:
You also need power supply to car (About 55Amps at 14V).
Programming itself is somewhat risky if you mess up the order of modules.
Then there is the expensive ICOM cable that you need.

If you can buy .C1A CIC cheap. Buy it - swap it with yours - use the patch method (with USB file) and you are solved for good.

If you really want to DIY the programming then use computer power supply and add a load resistor to increase voltage.
