Correct, any aftermarket lowering spring will be stiffer and as such exhibit more stress on the OEM shocks...they will be fine for awhile but will eventually deteriorate to the point that it will no longer be performing at full capacity.

It makes sense to change out the shocks/springs together as you'll end up paying twice for labor.
