Could be the case.
My unscientific observations have me believing the steering wheel gets hotter with the seat heating level turned up but I could be mistaken.
Would be nice if BMW offer steering wheel heat activation button function as press one turns steering wheel heat on low, press again bumps the heat level to medium, press yet again (3rd time) ups the heat level to high and of course one more press turns steering wheel heat off.
