IIRC, just a few days ago the little drop down thingy "Availability Information" on the BMW build website stated that the Carbon package would not be available until March 2023.
I just ordered a week 42 build with the Carbon Package 10 days ago and was told that there were no restrictions.
And it was confirmed that some builds - mostly with the Carbon Package - scheduled for weeks 38-44 have been
moved up 3-6 weeks.
So, I suspect that the current limited availability warning is to ensure that buyers don't submit an order for a car that cannot be fulfilled.
