Low tire pressure doesn’t directly produce a vibration/shimmy. However, setting them 10 psi too low and leaving them sitting over night or for even longer periods, definitely could result in temporary flat spotted tires. Flat spotted tires resolve themselves after 15-20 min of driving, depending on severe the flat spotting is. Raising cold tire pressures should address the flat spotting and/or shimmy feeling.
