It is that involved, I know firsthand because of done work for a large dealership to get one of their terminals back online that was down for a day which had already created a backlog of cars. Some things can be done OTA, but when it comes to flashing ECU/modules they need to be performed in a controlled environment, to prevent any corruption and be able to recover if something fails.
