Any places to make a custom stroker kit?

I'm looking to have the works done for my car: bored 3.2L ceramic coated block, 1 crankshaft, 6 forged pistons, 6 connecting rods, 2 catalyst pipes, 1 end silencer.

Only one in existance and it's not only in Europe, but it's equivalent to $18k for a mere +55hp undersquared (+100ft.lbs tq, +55hp).

I'm trying to go oversquared for my N52 (more hp than tq)... anyone know an automotive lathe shop in WA (hopefully no further than seattle area) that can do some research and develope this for me? I'm hopefully looking at no more than $7,500 (no more than a supercharger would cost) budget if done within 1 - 1.5yr development.

**update**

I need blueprints before the project can even begin... anyone know how i can get ahold of them?
