Possible explanation could be as it's hot it takes up more volume, so the 3" tubing accompanies a larger volume and as it cools and compresses down the piping also tapers to 2.5" accordingly. The only problem I see with that is, how much cooling can possibly be done from the beginning to the ending of a downpipe?

Visually it definitely looks like a 2.5" design with a larger opening very similar to what CP-E has done.
