PUMA case question

Does anybody know if all BMW dealers have access to previous PUMA case information for a car? I had one dealership open a PUMA case to resolve a problem that I had but my current dealership says that they can not access that info and refuse to open up a new PUMA case. Can anybody who works at a dealer confirm what they can see about old PUMA cases that were lodged with BMWNA? If a new case is opened with the same symptoms will that get flagged as odd?
