Rock Chip Paint Rust Question

i have a few spots of rust starting to develop on the hood, very small that have been touched up by touch up paint.
i have been doing some research but have a few questions maybe some e90 guys can help me with

after scratching the rust out of the chip, do i need to apply some sort of rust converter? or can i just clean with alcohol, prime, then paint and clear coat?

if yes, can i just by some sort at a local store, spray it on a q tip and dab it in? will it harm the paint on the car?
