Sirius Antenna

Ok so I apologize, I tried doing a search and couldn't really find a direct answer to this question. I have a new 2011 328i Conv with Navigation that was supposed to come with Sirius prep. The vehicle is at the dealership now getting the "code" uploaded for $350 and $100 for labor. After uploading the code, that took all night, no radio stations are pulling up. Come to find out that the vehicle doesn't have a Sirius Antenna. It has the empty housing on the trunk. Isn't that part of the prep package? Why would you not install an antenna. So now I have to pay an additional $120 for the damn antenna. Has anyone heard of this? Can I fight this with the dealership? I think it's robbery all these costs that you have to pay for. Maybe it's just a bad dealership.
