So after a freeway drive I drive in the city for 15 minutes and my engine temp got to 96-98 Celsius. Does this mean my car is in a regen ? Or is that too high ?

Sounds like your cooling fan may not be working. Mine stopped turning on when I turned on the AC, so my AC only blew cold when I was moving and pulling air through the radiator. I'd say before you go replacing the fan, replace the control module. It's significantly cheaper than the fan, and fixed my issue.

Cooling fan comes around 98C. At 65F ambient it in not impossible for your coolant to get up to 96-98C. I recall trying to find out when the fan comes on and idling for 10-15 min did the trick. I would just monitor the temps for now.
