My new Pure 600 Turbos finally came in. What are these marks?

it's not exactly paint, it's to keep the nut in place and indicate if it's come loose.

OP it's called torque stripe/ torque mark.

Doesn't necessarily keep the nut from coming loose, just an indicator to show that it has been tightened/torque'd and you can see if it becomes loose.
