my headlights r not working..n i asked my tech n he said it shouldn't b the bulb's prob, what problem do you guys think it could b?

It could be a ballast issue, try swapping the ballast from one side to the other.

i have new D1S bulb installed, they work but one of them doesn't turn on right away when i flip the switch. Waits about 10 seconds, then turn on. Any idea?

Make sure it is well fastened tight.
