Loudoun County, VA Emissions for high flow cats and blow off valve

I just wanted to know the legalities and the passing of emissions, since I'm planning on replacing my charge pipe and adding a blow off valve. I also plan on swapping my stock downpipes to VRSF high flow catted downpipes. So if anyone around here is familiar with it, would these changes pass emissions and laws? Thanks. I have an N54 335is e93.

Side note - I am stuck between getting either a Tial Q BOV, Turbosmart BOV, or HKS BOV. Leaning towards tial or turbosmart though. Quality-wise, not too focused on sound. The car is stock performance-wise so far, will plan to go full bolt ons (except high flow catted dp instead of catless) in the future. Which brand should I get?
