Absolutely. here is a perfect example. A short video I made of my car accelerating. I made the video to show the exhaust sound w my Britalman full catless exhaust, but you can see traction is just not there in 1st and 2nd gear even w/ the boost reduced to ~13psi in the 1st 2 gears where full boost will be right around 15psi. This is with 275 rears too. If I had been running race gas and 17psi......there would be no chance for the tires until the top of 3rd if I had to guess. That was the case at the track even w/ drag radials when it was cold out.

If our cars would stick right off the line (like with properly warmed drag radials and a LSD) then sub 4 second 0-60 rips would be no problem.

Just watch for the black stripes behind the car. And sorry about the piss poor editing job, crappy software FTL.

I have attained 3.8-3.9 sec 0-60 times.
I have even posted videos of the runs.
I does take good traction and decent power too.
If you are running high 11's to 12.0 in the 1/4 mile with traps of around 116-117mph, you can pretty much be guaranteed you are running 0-60 times under 4 seconds. I have done it run after run.
