exhaust shop to install tips??

Hey guys,
I have dimisa 4" tips right now and i just ordered some quad tips for my car.. Question 1: how hard is it to cut the bumper to fit the quad tips? can i just use a dremel?
Question 2: I want a very good exhaust shop that will weld on these tips perfectly without me regreting taking it to that shop in the future (i regret taking my car to a local meineke shop to get my dimisa's on because one tip is about half a centimeter farther in than the other) so what do you guys recommend?
