If you can't get someone for whatever reason, might want to try ScratchX. It can be applied by hand and does a good job. Any local autoparts place should have it.

I was just going to recommend scratchX or quixx myself. the area sounds bad; how does one leave that many scratches when debadging? lol

I'll put up some pictures of what the scratches look like. As I said, the area still looks jet black from far away, but when light shines on it, the paint looks flat. I believe it is fixable but I don't have enough detailing experience to know exactly how to approach it.
