Can anyone explain what this $300 fee is all about.

I think it stands for Marketing Advertising Co Op.

Manufacturers Advertising COst...I guess all the money for the ads BMW puts out has to come from somewhere

It's the amount that you need to add to the invoice price of the BMW that you're considering, along with the $180 training fee and the $775 destination charge to determine what your starting point should be for negotiating a buying price.
