ECS sells actuator for like 30 bucks, it would be a b*tch to install though (esp front)

Open is just the position of the flapper valve. The wastegate actuator that controls it is a sealed system that must hold vacuum in any position of the flapper

Turn you car on and run for 1 minute. Turn off and after turning off wait 1 min and disconnect one of the lines to any vac tank. If it doesn't sound like it has vacuum when you pop off the line then you have a vacuum leak somewhere or the wastegate actuators themselves are leaking

Just did it waited 5 mins still had pressure
I'm thinking you may have a boost leak. I saw Tony's reply to your boost leak test, you might have a leak from chargepipe to turbo on the inlet side, watching your progress, hopefully you get the issue sorted out soon.

Another thought, when is the last time you replaced the boost solenoids? If never, how many miles on them?

Check the tube coming from the air pump next to the oil filter . There are two nipples on that tube that have vacuum lines going to the solenoids I believe .

I would swap them if you never have, there were several different part numbers for them, mine started to buzz and eventually went bad, causing vacuum/boost issues
