I have checked for updates, downloaded, extracted and run the file from majorgeeks, and checked event viewer. This is what is shown in event viewer;

Will have a look afterwards, and while I think about it make sure you run ISTA as administrator. I usually right click > Properties > Compatibility and select run as administrator

I finally gave up and downloaded and installed the ISTA-D package from Bimmergeeks. I have installed it and everything is now working.

You probably already have the older versions, it's a matter of activating them.

Hit the Windows key....type "windows features" in the search box then select "turn Windows features on or off" then select 3.5 from there.You should be good to go from there.
