Well i cant give away all the secrets, lol... the design of the light does maximize the light that gets directed towards the outer ring. the design of the LED's and their shape was carefully chosen for this reason in particular.

Yes its impossible to get them the same brightness, and that is simply due to the design of the headlight and more importantly the design of the 2 rings. the inner ring allows light to pass straight forward from the bulb. the outer ring uses a fiber optic pipe that diffuses light, similar to the e90 designs.
