The meanings aren't OP-SEC. I could tell you the meaning. Codes vary between departments and definitely between states. The same applies to penal codes and vehicle codes.

Some communication(s) might be similar/the same, but not all. Code 4 - No further assistance needed (...or something similar) - might have a similar meaning elsewhere, but might not apply everywhere. If I moved I would just need to relearn some things. Heck, if I moved to a department in the next city I would be in the same situation.

All of our parking by-laws had a "if you can tag it you can tow it" authority. Surely there is a similar clause where you are.
