Ann Sathers is well regarded and has appeared on Food Network several times.

There is a place called Yolk downtown with a couple of locations.

Try Three Happiness in Chinatown for Dim Sum. Don't go to Phoenix (people will try to send you there - but Three Happiness is better and I've never seen roaches at Three Happiness like I have at Phoenix)

Add The Palace on Madison near the United Center for pure diner type breakfast food.

Lou Mitchells Pancake House on Jackson is also a good stop.

My point is if its only 40% chance of precipitation it wouldn't be 10" or nothing... thats quite a swing from one to the other.

if it was a 10" expected it would probably be more like 80%-100% chance of precipitation but the amount would just be undecided, know what I mean?

No, not necessarily. There is 60% of not snow but could be enough precipitation to equal 10" of snow if temp conditions are right. Or it could just flow north of us.

where are you seeing this 60%? I saw the stuff about the snow being above us and might drop down according to certain models but I only saw a 40% chance of precipitation on weather.com and WGN.

OMG you are way overthinking this.

I said 60% chance of no snow cuz you were quoting 40% chance of. From my perspective, my staff is responsible for snow clearance for a 900 home community, so when there are legitimate reports of large snow, I have to look at the worst case and be prepared.
