I think its the mixture of asphault and rubber scraps...so the rubber scraps makes it sofer, absorb more tire/road noise, more grip, and better endurance to heat expansion and contraction!

Probably they cost more and difficulty to mix it as the same "spec" as Japanese does.....dunno why...
if it cost more...the FUCKiNG bean counters in the state budget accounting will just threw it away...they never see long term benefits.....

Yes I heard the roads are great but that's because all of them are toll roads. Expensive, frequent tolls everywhere. Europe had plenty of tolls and great roads also.

Roads in OC are better than LA though.
