I just got a random orbit polisher from black&decker.(no full rotary for me, i dont want to burn my paint to a crisp. Im afraid of them) and would like to know when i finish washing the car.
step 1 is to apply wax or should i buy polishing compound?. and do i apply it by hand or with the polisher.
Then step 2 is to wait a little then buff them out.
also, can i use one pad for polishing the whole car right?
first timer and would like to do it right!

If you go with a polish use a mild one. The B&D may not be powerfull enough to break down the abrasives. I have a Porter Cable and they are very good for polishing. I have Mothers Power Polish which is rather mild and still would not use it on my new car yet. A suggestion would be to use a cleaner such as Mothers Step 1 or Meguiars Step 1. They are non abrasive and would work well with the B&D. Meguirs Colr X is a bit more agressive but still easy by hand or polisher. Then you can wax. OTC wax for black could be Meguiars GC or Mothers Reflections, NXT and Mothers Synwax FX are also good. Check out autopia.org for tons of info

ive checked everywhere but i would like to know if polishing with lets say, Klasse All-In-One, would this polish some hazing i currently have because i apparently waxed wrong and major hazing occured..on my black car.

AIO might take out somevery minor hazing. More info would help: what did you use before and how? If you plan on taking care of your black car yourself, I would recommend you invest in a PC polisher. You can find them at Lowes for around $100. With the PC and the right products you can take care of most swirls that WILL pop-up in a black car. Careful washing is even more important so you do not introduce more scratches.
For washing get a good shampoo such as Meguiars GC, a sheepskin or chenille mitt, and microfiber or waffle waeave towels for drying. A lot of people use the 2 bucket method (one with soap, the other to rinse).
In the mean time, you can try Scratch X by hand to remove the hazing. Use a good foam applicator (Meguiars applicators can be bought at Pep Boys). Some pics would help.

No.

You will need something with more bite, like Zaino ZPC or Menzerna Final Polish. Both will need to be applied with a good quality orbital polisher polishing (like the PC) and a foam polishing pad. Your black and decker will do jack squat for your swirls.
