Anyone in PA do coding?

I am looking for someone in PA who does coding. Would like to find someone to code the following things if possible:

-Annoying chime for seatbelt that takes 10minutes to stop
-Hold lock button and windows all roll up as they do roll down with unlock
-Led error's

And possibly more, but those are the main things. Thanks
