Service Question: 29.2 and CBS related

I took my car in for service and talked to the SA about the 29.2 Program. He said they do not update programs unless there is a recall. he took my key and went to the PC, and said no, there would be no program update. With that said, I see people are getting program updates just for the service (i.e. oil, filter, air filter, check over, etc). Granted I told him if I was to get a new program update I didn't want it and he said that was fine (this was before he took my key to the PC).

Question: what does "CBS Standard Scope" mean? (I'm looking at my invoice/service receipt). I see where it says replace intake air silencer per CBS checklist. Anyone know what this means? It was a new one on me. Thanks!

OK - I now know what CBS Standard Scope means - "Condition Based Services" this is what the cars computer says needs to be done.
Is "Replace Intake Air Silencer" the same as a air filter?
