ok, well as of right now, Vishnu is pushing the most power with their V3, you'll have to go fully catless DPs, UR CAI, forged DV, etc...just somethings off the top of my head... easily over $2500
Juice Box has decent options for cheap - bang for each buck |

I've got a device that generates tornadic intake air flow but does it in such a way that the vortex spins clockwise at a specified proprietary speed, AND it's virtually undetectable by any known and future ECU updates by BMW.
Oh, and it just happens to be $2500. |

Catless downpipes will give you a pretty big bump in power. Works excellent with many of the tunes out. We have custom Riss Racing Tunes associated with a few.

Catless in Cal seems safe. Can we at least tell people what they are getting into before we sell them something? Just like the guy did with the chip recommendation. Basically, your warranty is gone. Catless = warranty is gone and huge fines when going for emission check or the right people look under your car.

Things that make the most power are Downpipes and Tunes...if you are paying someone to install the stuff then a good tune and a set of catless DPs are all you can afford...and maybe an intake. That will be good for a night to day increase in your cars performance though.

V3 procede or wait for the JB3 release in a couple of weeks. Catless downpipes as others have mentioned. Those two things and you are very close to getting the most out of your stock turbos.

With that said, I would say to the OP, either look at the PROcede V3, Terry Burger's JB3, SSTT, AA, or Helix Attache piggybacks as a first step.

There are three paths you can take:
BMS route: BMS JB3 = 579 for Pin-out (not that hard to install) BMS o2 simms: 119 BMW dual cones: 129 UR catless DPs: 550 Intercooler (any brand): ~1200 Total: $2577 Vishnu Route: PROcede V3 PnP: 1495 UR Catless DPs: 550 o2 simms: $5 (DIY) Vishnu Dual Cones: 195 Total: $2245 Helix Route: Helix Attache (pin-out): 795 UR Catless DPs: 550 BMS o2 simms: 119 Helix Intercooler: 995 (I think) BMS dual cones: 129 Total: $2588 Of course you can mix and match different things but that is just a general outline of performance products I would do for 2500.
