Rear window won't go all the way down

The one of the rear windows of my e90 sedan wont go all the way down. I hold the window switch all the way down and it stops with about 3-5cm of window left sticking out.

Is there a way to fix this? Is something maybe stopping it from rolling all the way down?

This sounds like a bad regulator.
