Headlight Level Sensor

How do you connect the arm to the headlight level sensor? I found my sensor very loose, almost about to fall off. I tightened that screw, but I'm unable to insert the arm ball joint into the sensor without severely bending or breaking something. I tried all possible rotations on the attachment point on the control arm, but still I cant get it aligned to fit through the hole. My control arms are torqued to the correct spec.

If something was damaged, can I start and drive the car temporarily with the linkage arm completely disconnected? Will I risk breaking something electrical or triggering codes?

Just replaced my CV axle, this is the last issue to get my car on the road.
