Low pitched whistling noise

I recently just changed the oil on my car and ever since then when ever I start it up I hear a low pitched whistling noise coming from the filter cap/alternator area. It seems to go up and down with the rpms. I haven't driven the car yet due to the noise so I wouldn't be able to explain the noise while driving.

Can anyone help me with this?
