What kind of camera is this?

Is this a traffic camera? A security camera? A traffic sensor?

I see a lot of these on the traffic lights in my neighborhood.

Looks like a red light camera. But I dont see a flash? Could just be a traffic camera.

doesnt need to have a flash... can have IR (for nite viewing)

though others ived asked echo those cameras are red light cameras.

I see them everywhere and always am cautious around them.
