im currently driving an e92 and my AC works only at spurts(every 30 secs to a min) and only for about 15 seconds, anyone have an idea for whats wrong

You are low on AC fluid. Buy a bottle of AC recharge with UV leak detection and search for the DIY in the according section. Its not difficult to recharge, just don't overfill. If you have a leak, consider going to a shop.

i forgot to mention that i already tried that, it didnt seem to work, some of my friends are saying that its seized, would that be the problem?

Now that you have ruled out the obvious, the main suspect is detected overpressure triggering failsafe shutdown of the compressor (from fluid overfill or clogged system or toast pressure sensor).
