Exactly! MTech/MSport bumpers existed even before they face lifted the body (Life Cycle Impulse). When the LCI came in, they did some minor changes on the body panels. My concern is that, does the bumper has the same spec since there is some changes in the panels?

an lci bumper and a prelci bumper are different, biggest give away is where the headlights touch

Judging from the photos, these are splitters made to fit the pre-LCI mtech front bumper. They will not fit the LCI mtech front bumper. Also, they must be replicas because they appear to fit quite poorly.
