Headlights still work without one control unit

My e92 335i is missing the control unit for the headlights (the little square electronic board) Why are my headlights still working without it on driver headlight my passenger light has the control unit installed

are you talking about the ballast or adaptive module?

bc the module only controls the leveling of the light when you move the steering wheel.
