Because it only snows in Aspen in the winter, and Aspen is a popular skiing destination. A sport requiring snow, winter is the time to take a ski trip to Aspen. Mexico, on the other hand, is more often an escape from cold winter weather to warm weather, not an escape from warm weather to hot weather.

because some people might not live near the beach? or just to change scenery?

I fly from Beirut to Cyprus every weekend because I prefer the beach in Cyprus for example. (amongst other reasons)

I'm not at all saying when and where one should vacation, just that the example provided was not a parallel comparison, and, the motives behind the when and where decisions of many vacation-takers.
