Cool idea but you'd have to create a new program for the register to use. I don't think any of them can accept a payment and then apply change to a card.

They already have something where you keep your change on your card called debit/credit cards. Even better, it's all on the same card since change never gets charged to your account.
Everything in even amounts is impossible with taxes as a rate. If you hate having change this much, don't pay in cash. |

I only carry coins in my car for meters
but now I don't even need that since they take CCs I never pay in cash..always use CC..so coins don't bother me but I do dislike pennies I think it's a waste to have to pay for a charge card though. there are so many free student CCs out there...

To be brutally honest, your idea would have been innovative 10-20 years ago. Today, the debit card has all but replaced cash. And places that only take cash would be unlikely to accept another electronic system instead of debit/credit cards.
