Adaptive Headlights Don't Work, Any Suggestions?

I have a 07 335xi with Adaptive Headlights. I have a message coming up Adaptive Headlight Warning coming up. After taking it to the dealership they replaced my lighting modual and then after that didn't fix the issue they started checking the headlights and they said the motors are working but the arms are busted. Any ideas? Is there anything I can replace on my own or do I have to replace the complete headlights? The dealership told me that the cost for each headlight was $1,750 and I told them I would pass and just find a used set or aftermarket lights. I will still have to take them back to be programed once I install them. Also to replace the headlights to I have to take the front bumper off?
