Are they dirty or is it the lighting? what condition would you say they are in from 1 to 10? Any noticable blemishes/scuffs?

They are a bit dusty from sitting in my garage. 3 of the 4 wheels are 9/10. And one rear wheel has a small light scratch (a local shop said it can be buffed out).
