325d Exhaust Tip painted?

I had my gearbox replaced last year by BMW and they dropped the exhaust on the floor and in the process damaged the stainless exhaust tip, I naturally complained and they replaced the tips.

Now less than 6 months on the paint is peeling off the tips!

I had a feeling the bean counters had been at it as the new ones were much lighter than the old and didn't polish the same way.

Have they been changed to mild steel, then painted, or have I been done over by a cheap repair job rather than the dealer replacing them?
