Crank it up fairly loud, then turn off and on again. It resets to level 29 as a safety precaution. Then every click on the volume knob is up or down one level. Generally you don't want to go over 50.

Ever since I recoded to hifi it doesn't do this anymore it starts out where ever I left it. :

I agree it should have a volume bar or a number but I guess that makes too much sense for BMW.

Really? Are you sure you don't have the amp gains set too high such that you never go above 29?

If I turn the volume all the way down before I turn it off it will be all the way down when I start it, same if I leave the volume up I'll have to take a look at it.

Yes, it'll be at the same volume as long as the previous volume was 29 or below. If it was above 29, it'll start off at 29.
