Why do you think you aren't hitting your requested boost?

It is probably me not fully understanding the software, and I sound like a total nub asking, but is overboost the requested psi you're trying to achieve?

Start boost % is what controls your boost. Yours is at 30%. The way this value is determined is from 2 preset boost curves. The first is the 0% boost curve, the second is the 100% boost curve. If you put your start values at either of these 2 values, you will follow those curves. Any percent in between will add that percent of the difference between the 2 curves and add it to the 0% curve. For instance, if at x rpm 0% boost curve hits 15 psi, while the 100% boost curve hits 18 psi, if your setting is at 30%, then you will hit 15.9 psi (18-15=3*30%=0.9+15psi=15.9psi). Those boost curves can be seen when you have the Procede reader open and are different depending on what stage map you run.

Thank you for this, it all makes a lot more sense now, and after reading the manual (like I should have done in the first place) I have a pretty clear understanding now.
