Don't worry about the law change. There is absolutely no need to pay this invoice. It is speculative. Yes the law has changed and if they cannot charge the driver they could invoice the registered keeper.

They cannot issue a penalty charge notice only a parking charge notice.

This is subject to the law of contract. They can only invoice you for their loss which in a free car park is zero! They cannot charge you for costs such as their operatives uniform, office time, tea breaks etc. They have zero chance of success, if you don't believe me then head over to http://www.pepipoo.com/ and check out the forums. They will try to frighten you into paying with various threats

It's your money so your choice but I strongly encourage you to read the pepipoo parking forums. By all means start your own thread over there you will get some good advice.

Ah, so the advice is still the same? Good to hear. It's been a while since I was on CAG asking for help so unfortunately I was just going on what I'd read in the general media since the law change.

Don't get too exercised by the law change, also don't believe what you read on the PPC websites. An appeal is a waste of time but if you appeal it will be rejected but an appeal to the independent POPLA will cost the PPC £27 and the ruling is not enforceable against you, I.e. you can still ignore them.

In this case it is a legalised scam. There is plenty of info on pepipoo, can't recommend it enough.

I had this recently, was parked at Crew Clothing without a permit.
Got a ticket.
After it getting to their legal team I said I would see them in court. I explained that they had to prove their clients losses, I then explained that I had spent £16,000 in the 43 minutes I was there and that any judge would laugh them out of court.
Not heard anything since.

I just reading this thread thinking "so the fuck what they can now invoice the keeper instead of the driver?" 9/10 times it's the same person anyway..

The main point about filing in the bin still stands, they can only take you to court to recover their loss, in most cases it's far far less the court fees would be..

Now, regarding law changes.. What I want to know is when the clampers will get the old heave ho! Cos if you don't pay you 'parking chance notice', then they clamp you on private land.. god help you

Clamping (and towing) is now illegal and a criminal offence except at certain special sites eg airports, train stations.

Just a brief follow up on this one. As already mentioned I sent an appeal and UKPC were kind enough to acknowledge the grounds of my appeal and have cancelled the parking ticket. Just as well really as my next line of communication was going to be "See you in the small claims court".

What this is a terrible shame!!!

Feel bad for you mate, i know how much you were looking forward to appearing in court and then when the clowns turned up you were going to clamp their car
