Is this not included in most front to back exhaust installations?

If not, are the BMW DP's not that well designed that people are talking about changing those?

Most exhaust are from the DP's back that i know of.

As you know factory restricts a lot of potential, after you change your DPS you turbos will spool faster and you will notice a power change.

Another reason why most companies aren't selling turbo-back exhausts (including downpipes) is because while a downpipe back exhaust install is a simple DIY on jack stands, downpipe installs are a much larger job to take on without a lift.

Two things you don't want are air-flow restriction and too much heat - both of which will rob car of power. However, having two cats in your downpipes contributes to both problems. The BMW DPs are designed to reduce emissions to a particular level and within a certain amount of time. BMW achieved their target emissions level, but at the expense of air-flow restriction and heat. (Emission reduction always seems to be at odds with power production.)

if you keep your secondary cats and remove your primary cats (which are in the stock downpipes) of course your emmisions will be worse but you should pass most inpections and wont puff out plumes of thick-dark smoke like the diesel trucks you see with a full 4" exhaust back lol, catless...
