any body got and help on how to put the lip on over my bumper?????

I've done both Hartge and ACS. Pretty much the same procedure.
the 2 side rods cannot be used because of the extra pillars on the ACS.
Other than that, follow this DIY...

I answered your other thread about this, but Frank's DIY might be better for the eyes if you need to see if
