Xenon low beam out

Have pass side low beam not working on '06 330i. Tried replacing with new D1S bulb but no change. Assumed it was the ballast, so removed non-working ballast and tried it on the driver side and confirmed ballast was not working. Then I tried the working drivers side ballast on the pass side and it started smoking, and no longer works on the drivers side.

Any suggestions whether this would be a wiring problem, footwell control module, or something else? If I test at the ballast connections with a multimeter what values should I be expecting?

Any help would be appreciated. Gerry.

Can anyone tell me if a BT tool or INPA software will help diagnose this? I really didn't see any codes in the list of possible error codes that would help me isolate this problem.
