I did an E90 LCI tail light conversion and the light worked fine and just recently noticed that one of the outer led strips on the bottom will not light up. I replaced both bulbs with new ones and they both are on but the led strip on bottom won't light. Any idea why? I also noticed that my inner lights are really bright and don't light up just the strip it self.

I believe the light strips are controlled by some surface mounted LEDs on a printed circuit board inside the taillight assembly which isn't accessible. You'll have to take the taillights apart to get to it, then either reflow the whole board or resolder the individual LEDs. Then you'll need to seal the tails back together and make sure they're water tight.
